Dr. Brown is Chief of Psychiatry at the James H. Quillen VAMC in Johnson City, TN and Professor of Psychiatry at the adjacent East Tennessee State University Department of Psychiatry. He has been an active member of HBIGDA consistently since 1987 and has presented his work at all but two biennial symposia since that time. Dr. Brown has 118 scientific papers and abstracts to his credit, many having to do with transgender issues and original research into transgender phenomenon. He lectures on GID issues at medical schools, residency programs, schools, and courtrooms. He has been very active in legal issues centering on access to appropriate transgender health care for properly diagnosed persons with GID and has provided depositions and/or in-person testimony regarding access to health care in federal courts (US and Canada) and in several US states.

Dr. Brown has served three terms on the Board of Directors (total of 14 years) and was on the Standards of Care revision committee that authored Version 5, a contributor to version 6, and currently serves on the committe to revise version 6.

Dr. Brown has considerable experience evaluating and treating persons with GID from military settings, having served 12 years in the US Air Force and 13 years in the Department of Veterans Affairs.
